This report was prepared for the conference ‘THREE SEAS ONE OPPORTUNITY (3S1O) Welcome to Warsaw’-which this year became an official side event of the Three Seas Initiative Summit in Warsaw.

The report analyses the dynamic international changes and the resulting challenges for the 3SI countries. It focuses on security, energy, transport and digital connectivity, pointing to the need to strengthen cooperation between the countries of the region. The paper examines the growing role of the 3SI in the face of Russia's invasion of Ukraine, highlighting the need for energy diversification and the expansion of key transport corridors. It also points to the difficulties of maintaining political coherence and the need for long-term financing, including the involvement of private capital. The report emphasises US support for the 3SI and the challenges of Russia's hostile stance, as well as internal difficulties arising from political changes in participating countries. It identifies as key recommendations the need to strengthen institutional structures and effectively coordinate activities so that the Initiative can develop into a sustainable mechanism for the region's development. We have invited nine recognised academics and experts to present their point of view. They are specialists who already have experience in analysing the development of the Three Seas Initiative.
